Περιγραφή Μαθήματος

Το μάθημα επικεντρώνεται στις λεγόμενες «συμπληρωματικές», «υποστηρικτικές» ή «συντονιστικές» αρμοδιότητες της Ευρωπαϊκής Ένωσης, όπου η Ένωση έχει αρμοδιότητα να αναλαμβάνει δράσεις για τη συμπλήρωση, την υποστήριξη ή τον συντονισμό της δράσης των κρατών μελών, χωρίς να αντικαθιστά την αρμοδιότητά τους στους συγκεκριμένους τομείς. Το μάθημα εξετάζει ειδικότερα τις αρμοδιότητες της Ένωσης στο πεδίο του πολιτισμού και τον τρόπο με τον οποίο ασκούνται. Εστιάζει στην πολιτιστική πολιτική της Ένωσης, στην ιστορική εξέλιξή της, στις διαδικασίες χάραξής της και στα εργαλεία της. Παράλληλα, το μάθημα εξετάζει τις δράσεις της Ένωσης που σχετίζονται με τον πολιτισμό, την πολιτιστική κληρονομιά, τον πολιτιστικό και δημιουργικό τομέα και την πολιτιστική πολυμορφία στο πλαίσιο άλλων ενωσιακών πολιτικών. Ιδιαίτερη έμφαση δίνεται στην εσωτερική αγορά και στις εξωτερικές σχέσεις της Ένωσης, ενώ ο πολιτισμός προσεγγίζεται και από τη σκοπιά των θεμελιωδών δικαιωμάτων.

 

This course studies legal and institutional aspects of flagship policies of the European Union. It examines the origins and evolution of individual EU policies through the Treaties, and discusses their constitutional foundations, objectives and key parameters, as set out in the Treaty of Lisbon. It also explores the role and powers of the EU institutions in their context and examines their specific content as shaped through concrete measures and actions. The course begins by briefly presenting the Union’s objectives, competences and institutional organisation. It then proceeds with an examination of the internal market, EU citizenship, the Union’s values (democracy, the rule of law, fundamental rights), the area of freedom, security and justice, with a focus on migration and asylum policies, as well as social policy and cohesion policy. The course also addresses EU environmental and climate policies, and contemporary challenges arising from new technologies and the digital transformation. Finally, it examines legal and institutional dimensions of the Union’s external action, which is multidimensional and encompasses a broad range of policies.
